Licenses
Illinois does not issue a statewide general contractor license, so “licensed” on its own tells you little. Specific trades are licensed: the State licenses plumbers and roofing contractors, and the City of Naperville’s own residential permit guide tells homeowners to ask electricians, plumbers, irrigation contractors and roofers for proof of a current license. Ask the general contractor which licensed trades will be on your job.
Insurance

Permit

Before you sign, the contractor must also hand you the state pamphlet “Home Repair: Know Your Consumer Rights,” and on jobs over $1,000 you sign a form acknowledging you received it.
Liens
Under the Illinois Mechanics Lien Act, subcontractors and suppliers who go unpaid can file a lien against your home. Before you pay, ask for the contractor’s sworn statement listing everyone working on the job and what each is owed, and collect lien waivers as the money goes out.
Payments
Tie payments to finished stages of work. The City’s guide is blunt on this point: never pay for a whole project in advance. A modest deposit, or payment for materials already delivered to the house, is a different matter.
